MEAL Manager – MA-UK Myanmar

Who we are?

As part of the Muslim Aid’s global operations, The MA-UK Myanmar Country office was established following the inter-communal violence in Rakhine State in 2012. Since then the country office has been providing support to communities in Myanmar that are affected by disasters, conflict or endemic poverty without regard to their social, religious, or ethnic background. MA-UK Myanmar is currently working in Rakhine State, Yangon, Mandalay Division, Shan State including most-recent expansion in Kachin and Chin State. The country office serves over 300 thousand people through our programs that include healthcare, maternal and child health and nutrition, sustainable livelihood and economy empowerment, water and sanitation, education and disaster risk reduction.

What you’ll be doing:

We are looking to recruit an experienced MEAL Manager to coordinate all planning, monitoring and evaluation activities in MAUK Myanmar country program. The MEAL Manager will effectively incorporate and deliver the Global Monitoring, Evaluation, Accountability & Learning policies and procedures in all country programmes. The primary objectives are to:

  • learn from past experience;
  • improve service delivery, planning and resource allocation; and
  • demonstrate accountability to ourselves and our stakeholders

The PM will be required to spend considerable time in the field monitoring and evaluating MAUK Myanmar’s projects and programmes.

Amongst other duties in this role you will:

  • Build the capacity of staff in M&E and data collection principles, tools and approaches, ensuring that these new skills and knowledge are utilised on the job.
  • Provides oversight and ensure robust monitoring and evaluation (M&E) activities are planned and undertaken as part of all programmes/project implementation, and that evidence of impact is documented and disseminated to relevant stakeholders.
  • In coordination with HQ, tailor MEAL tools and practices to Myanmar country context, while ensuring consistency of MA’s MEAL policy.
  • Provide support to the HOP and Programmes Manager in the development of sustainable programmes and quality proposals targeting institutional funding, using participatory approaches that involve all relevant stakeholders, ensuring that these are in line with MA strategic and thematic objectives.
  • Manage evaluation processes, including liaising with external stakeholders and service providers, creating terms of reference and evaluation guidelines, and ensure that baseline studies are conducted for all projects and that information is stored for future use.
  • Compile country monitoring data into clear reports for internal and external audiences, which reflect activities, outputs and outcomes, provide accountability, and demonstrate impact.
  • Work with the programme team to develop electronic and paper-based monitoring system, ensuring that program information database is managed effectively and assist other teams to use the system correctly.
  • Design and implement a system to identify, analyse, document evaluation results and disseminate lessons learned from program and project activities with all relevant staff and ensure that lessons from evaluations are incorporated into the development of new projects and programmes.
  • Represent the organisation at key forums/events and build credibility of MA-UK Myanmar through visibility of its MEAL Services and programmatic work.

 Why you’ll be hired

 The ideal candidate will have:

  • Relevant degree level education from recognized university in a social science, international development or any other relevant subject or demonstrable equivalent experience.
  • Proven experience in evaluation design, data collection, analysis and reporting with familiarity in of key program areas such as health, education, sustainable livelihood and emergency response
  • Proven experience in reviewing, monitoring and evaluating programmes, using quantitative and qualitative methods and approaches.
  • Professional proficiency in written and spoken English with excellent interpersonal and communication skills.
  • Ability to manage complex information relating to projects, question inaccuracies and present information in an understandable and approachable way.
